This page is intended to archive historic documents related to Klamath dam removal and the collaborative processes that led up to it. While some of these agreements below are no longer in effect, the history behind them built an important foundation for the final process, agreements, and permitting needed for dam removal.
Many of these files were originally located on the KlamathRestoration.gov website which is no longer active. Files were archived by Ed Sheets Consulting in June 2019 on the website edsheets.com/kbcc. These files were copied in March 2024 and are hosted here on the KBMP website to ensure these files are more widely available.

Klamath Basin Agreements
Status of the Klamath Basin Agreements
The Klamath Hydroelectric Settlement Agreement (KHSA) was amended on April 6, 2016 when it was signed by the states of Oregon and California, PacifiCorp, the U.S. Department of the Interior, and the U.S. Department of Commerce. The KHSA is being implemented by the Klamath River Renewal Corporation see http://www.klamathrenewal.org.
The Klamath Power and Facilities Agreement (KPFA) was also signed on April 6, 2016 by the states of Oregon and California, the Klamath Water Users Association, the U.S. Department of the Interior, and the U.S. Department of Commerce.
The Amended KHSA and the KPFA include commitments by the parties to engage in good faith efforts to develop and enter into a subsequent agreement or agreements pertaining to other water, fisheries, land, agriculture, refuge and economic sustainability issues in the Klamath Basin.
The Klamath Basin Restoration Agreement (KBRA) terminated on December 31, 2015 because the federal authorizing legislation was not enacted.
The Upper Klamath Basin Comprehensive Agreement (UKBCA) was terminated on December 28, 2017. The Upper Klamath Basin Comprehensive Agreement was premised in key part on federal funding being provided for certain actions under the Klamath Basin Restoration Agreement (KBRA).

Klamath Basin Coordinating Committee (KBCC)
The Klamath Basin Coordinating Committee (KBCC) was established to coordinate the implementation of the settlements.
